According to the Registration of Electors Act, No. 44 of 1980, and the amendments made thereto, from the year 2022, preparation of voter lists will commence on the 1st of February every year. A Body Count Form (BC form) is distributed to every household under the annual electoral revision in February/March. This is attended to mainly by Grama Niladaries. But in the densely populated areas of Colombo and Dehiwala-Mount Lavinia Municipalities and some parts of the Negombo Municipality, this is carried out by special enumerators. The enumerators will collect the perfected enumeration forms from the chief occupant of the households; check each and every name included in the form; and hand them over to the district election offices together with their recommendation for further action. Thereafter, the officers at the District Election Office will scrutinize the documents and prepare two lists namely “List A” to include the electors whose names are to be removed from the current electoral list and “List B” to include the electors in the register anew and will put those lists on display for inspection by the public at Election Offices, Divisional Secretariats, Grama Niladari Offices, Local Government Offices, etc. The display will be on for 28 days. Any person whose name is not enumerated for the electoral revision may make a claim against such non-inclusion within the said display period of 28 days to the District Registration Officer (District Secretary) or Assistant Registration Officer (Deputy/Assistant Election Commissioners). And also, one can make objections against any name included in the register within the same period as aforesaid. The claims and objections are then investigated and decided, after which the list is prepared and certified on or before January 31 of the following year.

NB- In the years 2021 and 2022, door-to-door enumeration was not carried out due to the unfavorable health condition that prevailed in the country.

In order to get one's name registered in the electoral roll one must have the following basic qualifications as well as constitutional qualifications.

i.   To be a citizen of Sri Lanka

ii.  To have attained 18 years of age as on February 01.

iii. To have normal residency at the address intended to be registered as on 01 February.

iv.  To have not been declared insane under any law.

v.   To have been convicted for an offense punishable with 2 years of imprisonment and been in prison for 6 months or more or to have been in prison and have elapsed a period of 07 years thereafter.

vi.  To have elapsed 07 years since the conviction for bribery.

vii.  Not subject to the disqualifications related to disenfranchisement under Article 89 of the Constitution.

viii.  A citizen who turns 18 years of age on any date during the period from February 01 to May 31; From June 1 to September 30; and from 01 October to 31 January can enter his/her name in the supplementary electoral rolls to be entitled to the right to vote.

No. It is mandatory to enumerate one's name, under the residential address at the time of enumeration of voters every year. Otherwise, the name will be removed from the list.

Yes. An extract of the details of your house address with your name on it can be obtained. For that, you need to go to the nearest district election office and pay the prescribed fee and obtain an extract. However, you may also obtain a printout of the details relevant to you from the online electoral register on the official website of the Election Commission.

No. No extract of the electoral register is needed to admit children in grade one of schools. However, information on registration as electors can be obtained from the District Election Offices, Grama Niladaries; Election Commission website: www.elections.gov.lk to perfect the admission application form. The heads of each school will check their accuracy. The Election Commission has provided the relevant facilities to the schools.

Cannot. It is an offense. One may have more than one address to be registered under however, he can register himself under only one address of them all.

The normal residence is mandatory to register as an elector. Therefore, it is not possible to register as an elector merely on grounds of ownership of that building. If the house in question is rented out and the owner does not normally reside there, it is not possible to register in the voter list under that address to vote.

Tenants have the full right to register as electors at their residential address on 01 February of the relevant year. No one can interfere with it. It is necessary to bring such interferences to the notice of the election office immediately.

The period during which the names newly entered into and removed from the electoral register will be published in the Gazette and newspapers. During that time, names removed from and added to the current register will be displayed at Grama Niladari offices, local authorities, Divisional secretariats, and election offices. Also, during that time, the draft of the list will be displayed on the website of the Election Commission www.elections.gov.lk Information is available on the website and could be obtained from the National Information Center (1919) as well during the election periods.

Not mandatory. But besides exercising the right to vote, having one's name on the roll is useful for other government purposes. Also, it is essential to have your name on the electoral register to fulfill your main social responsibility as a civil citizen to vote.
